Letter to Taiwan Ministry of Education

Minister of Education
Huang, J.T.

27 February 2002

Dear Minister Huang,

I want to make it clear that I can no longer tolerate the negligence of the
Ministry of Education in the matters I have previously discussed in numerous
faxes to your office. The Ministry of Education is being extremely
irresponsible in expecting citizens to do the work that taxpayers are paying
officials at the Ministry of Education to do.
Due to the failure of the Ministry of Education either to regulate
actions of officials at branch universities, or to enforce laws at those
universities, university professors are compelled to dedicate themselves to
doing the work of the Ministry.
For example, due to to failure of the Ministry of Education to sanction
a reprobate student who made false and malicious accusations against me, I
have been compelled personally to pursue justice, both in university and
court actions against this student. In addtion, as you certainly are aware,
due to the negligence of the Ministry in enforcing my award from that same
Ministry, those award benefits, legally guaranteed by a
government-sanctioned appeal process, has been shamefully delayed, while
others have had to do the work that tax-payers expect, and have a right to
demand, that Ministry officials perform.
The Minister of Education is responsible for the actions, or failure to
act, of officials below him. Since there has been no adequate resolution of
these issues, nor even an acceptable response to my complaints, I have no
other alternative but to appeal above your head to the Prime Minister
himself. Furthermore, I will continue to appeal to the Prime Minister, with
daily faxes, until this case is resolved, fully and completely, according to
the law and to universal principles of justice.

Sincerely,
