Letter to the Prime Minister of Taiwan

Dear Ministry of Education Officials,

I have repeatedly requested that Kao Chiang and Ko Huei-chen, two
officials at National Cheng Kung University, handle the outstanding
matters related to my illegal dismissal in 1999 in a manner compliant
with laws and human rights principles. I have been repeatedly ignored or
given excuses why these officials cannot cooperate.
As officials of a university, these two must be made to understand
that their responsibility is first of all to faculty at the university,
compliant with laws at the university and outside the university. Being
an official of a university does not mean having photo shoots; it means
enforcing laws and rights.
It seems to me, for example, that when a professor asks the Dean of
Student Affairs to call a student to a meeting with him, this must be
done. It's not up to the Dean of Student Affairs to take matters into
her own hands and decide whom to call and whom not to call into her
office. It's not up to the Dean of Student Affairs to delay the case for
two or three years.
But then one of these officials, Kao Chiang, delayed enforcing a
Ministry of Education ruling for more than two years. It's no wonder
these officials have gotten the idea that they're responisble to nobody
but themselves.
Now I have repeatedly asked that Dean Ko Huei-chen call Chen
An-chuen into her office to explain why she wrote a secret letter
accusing me eight years after receiving a grade. Dean Ko has repeatedly
declined to do this. It seems to me that if a Dean refuses to respond
to a request from her colleague, that Dean should be dismissed.
In the same way, Kao Chiang has repeatedly defied Ministry rulings.
He has repeatedly declined to issue a formal apology for human rights
abuses committed by NCKU officials in my dismissal case in 1999.
I repeat to the MOE that I will use all legal channels and all media
outlets until this case is resolved according to principles of law.
I also strongly urge MOE officials to dismiss all officials who have
refused and continue to refuse compliance with laws and legal principles
that are the basis of law.
