Letter to Taiwan Ministry of Education

Dear Ministry of Education officials and
Officials at the Department of Higher Education

This is a formal complaint about the lack of official competence at National
Cheng Kung University. For months I have been trying to resolve ongoing
problems with university officials, with no result. It seems to me these
officials are incompetent if they are unable to resolve basic issues that
university officials are routinely expected to handle.
I advise you that you should monitor these officials more carefully, or
Taiwan's universities will fall far behind those of the international
community. It seems to me that officials at NCKU are no better than
secretaries, passing responsibility to each other in an endless circle that
can go on for years. Even a simple thing like calling a student into the
dean's office is treated as a difficult problem to the current Dean of
Student Affairs, Dean Ko.
There is no point in hiring native English teachers from abroad if the
real problem is not the quality of teachers here, but the quality of
administrative officials, who are retarding the progress of Taiwan's
universities.
Every professor has the right to request a dean to call a student into
the office for a meeting. This is done all over the world without problems
or delay. It is usually done within a day or two. Yet I've been requesting
Dean Ko to do this for two years.
How is this possible? Deans have responsibilities that must be
fulfilled. If they fail to do so, they should be replaced. Please advise
these officials of their responsibilities, before I pursue other channels to
effect justice at our university.
