Dear Ministry of Education and Department of Higher Education,
I can not accept the endless delays in enforcing the full benefits of
the Ministry Appeal ruling of 8 January 2001 and the later ruling issued
by the Ministry Appeal committee regarding compensation.
Please understand I will not compromise whatsoever on the
enforcement of these rulings. American citizens deserve the same rights
in Taiwan that Taiwan citizens receive in America. The benefits that
Taiwan citizens receive in American is beyond measure; since you must
figure absues that never happen because Americans know there would be
serious and certain penalties if they did occur. There is no reason why
American citizens in Taiwan should have to litigate their rights while
Taiwan citizens in America can expect government enforcement of their
rights.
This case started in 1999 and it still continues. Apparently,
despite laws in Taiwan there is no Law, or routine enforcement of laws,
as in other countries. Considering the abuses committed at National
Cheng Kung University, many officials would have been punished a long
time ago. Not only haven't NCKU officials been punished, but they
continue to be as arrogant and defiant as ever, with no fear of the law
or the Ministry of Education. Can you blame them, since they're never
punished for their misconduct?
I am committed to defending my rights in Taiwan; and I have no
intent to let this case continue much longer. I expect the Ministry to
enforce the law on behalf of American citizens in Taiwan just like the
Taiwan government expects the American government to enforce the law on
behalf of Taiwan citizens in America. The American government doesn't
force Taiwan citizens to enforce the law themselves or to litigate (go
to court) to insure that the law is enforced. I expect equal treatment
in Taiwan.
